TED eSender in Procurement Law 2026

TED eSender: Certified transmission service for EU procurement notices to the EU's TED portal – function, certification and replacement by eForms.

Definition: A TED eSender is a service or organisation certified by the European Commission that supports public contracting authorities in the electronic transmission of procurement notices to the EU's TED portal (Tenders Electronic Daily) and ensures their correct technical processing.

Function of the TED eSender

TED eSenders were certified transmission channels through which national procurement platforms and software providers forwarded procurement notices drafted by contracting authorities to the European Commission's TED system. Instead of each contracting authority communicating directly with the TED system, eSenders bundled the notices and transmitted them in a standardised format.

Development and replacement by eForms/eNotices2

With the introduction of the eForms system (Implementing Regulation (EU) 2019/1780) and the European Commission's new eNotices2 portal, the classic eSender role has lost considerable importance. Since October 2023, EU-wide procurement notices can be submitted directly via the European Commission's eNotices2 platform. In addition, there is also API-based direct transmission through procurement software.

The European Commission has reorganised the eSender certification infrastructure as part of the eForms transition. National procurement platforms can continue to act as technical transmission partners for eForms notices.

OJS eSender certification

For transmission to the Supplement to the Official Journal of the EU (OJS – Official Journal Supplement, which contains the TED portal), an OJS eSender certification was or is required. This certification ensures that the transmitting body meets the European Commission's technical requirements for notice transmission. In Austria and Germany, the respective national e-procurement platforms (e.g. Austria's e-procurement platforms, DTVP in Germany) have obtained this certification.

Practical relevance for contracting authorities

In daily procurement practice today, the question of the eSender is less relevant than before, as modern procurement software handles eForms transmission automatically. Contracting authorities generally only need to ensure that their procurement platform holds an up-to-date certification for eForms transmission.
