What is VEBEG?
VEBEG GmbH is the central disposal company of the Federal Government and is responsible for the public sale of property, vehicles, equipment and other goods that federal authorities no longer need. The abbreviation VEBEG originally stood for "Verwertungsgesellschaft des Bundes mbH". The company is a subsidiary of the Federal Government and is subject to the budgetary principles of economic efficiency and thrift under § 7 BHO.
VEBEG conducts disposal procedures in which interested parties can submit bids. The procedures follow market principles and are intended to secure the best possible proceeds for the Federal Government. Both auction procedures (online and in person) and fixed-price sales are used.
Disposal procedures and classification under procurement law
VEBEG's disposal procedures are not, in principle, procurement procedures in the narrow sense of the GWB, since they involve sales rather than acquisitions.
Nevertheless, as a federally-owned company VEBEG is bound by the budgetary requirements of the BHO and by the general principles of equal treatment and transparency. Disposals are conducted mainly through:
