Public contracting authorities

Municipalities, districts, federal states and federal authorities are the main contracting authorities for insurance services. Municipal umbrella associations in some federal states coordinate framework insurance agreements for their members. Public supplementary pension funds (VBL in Germany, BVK in Bavaria) and public-law pension schemes administer the occupational pension provision of the public service. In Austria, the BVAEB (civil servants' insurance) performs this function for federal employees.

Are insurance services subject to tendering obligations?
Yes — insurance services fall under Annex XIV of Directive 2014/24/EU and are subject to tendering as so-called "social and other specific services", but with simplified procedure rules. In Germany the VgV applies; in Austria the BVergG with the corresponding threshold of EUR 750,000.

Can a public contracting authority extend its existing insurer without tendering?
No — a contract extension without a fresh tender is only permissible where the original tender provided for an extension option and this remains within the scope of the original contract terms. Otherwise, a fresh tender is required.

Which insurance lines are particularly common in public tenders?
Buildings insurance (including fire and natural hazards), liability insurance and motor fleet policies are the most common insurance procurements. They are often tendered as an overall package or in lots.
