Can non-profit welfare associations be commissioned directly? A general direct award to welfare associations is not permitted under EU law. However, Article 77 of Directive 2014/24/EU enables so-called reserved awards for certain social services to institutions that are not profit-oriented and pursue non-profit objectives.
