Utilities and Enabling Works Framework

All organisations wishing to participate in the procurement for " Utilities and Enabling Works Framework” should register at Metrolink e-Sourcing Portal https://metrolink.app.jaggaer.com/ Upon the completion of the registration, please navigate to "PQQs/ITTs Open to All Suppliers" tab on the Main Dashboard, locate PQQ for “Utilities and Enabling Works Framework", express an interest and submit a response. All clarification queries in relation to this procurement must be submitted via the Metrolink e-Sourcing portal. For the procurement of the M14 Utilities and Enabling Works Framework, the Contracting Authority intends to down select and appoint Tenderers as follows.
Lot 1: up to five (5) Applicants will be shortlisted to ITT, with up to three (3) Tenderers appointed to the Framework. Lot 2: up to seven (7) Applicants will be shortlisted to ITT, with up to four (4) Tenderers appointed to the Framework. Lot 3: up to five (5) Applicants will be shortlisted to ITT, with up to three (3) Tenderers appointed to the Framework. Lot 4: up to five (5) Applicants will be shortlisted to ITT, with up to three (3) Tenderers appointed to the Framework. Lot 5: up to five (5) Applicants will be shortlisted to ITT, with up to three (3) Tenderers appointed to the Framework.
Applicants must note that they are permitted to apply to a maximum of three (3) Lots under the M14 Utilities and Enabling Works Framework.
TII will be staggering the procurement for the five (5) Lots under the Framework Agreement. Following the PQQ, which will be completed for all Lots at the same time, TII will stagger the release of the ITTs, with Lot 1, 2 and 5 being released first followed by Lot 3 & Lot 4 at a later date. The ITTs for Lot 1, 2 & 5 will be used to shortlisting the number of Contractors onto the Framework, with the highest ranking Contractor for each Lot being awarded the first call-off Contract.
Only for the second-call off contract under Lot 2 and Lot 5, the Contractor who is awarded the first call-off contract under that Lot will be excluded from the competition for the second call-off contract, in order to promote a balanced distribution of Work to Contractors on the Framework and improve the attractiveness of the Framework to the market and promote opportunity to secure Works. Call off contracts under the M14 Utilities and Enabling Works Framework will be awarded primarily through mini competitions among the Framework Contractors appointed to the relevant Lot, in accordance with the Framework Agreement. For Lots 3 and 4, the Contracting Authority may alternatively award call off contracts using a carousel (taxi rank) procedure, under which contracts are offered sequentially based on contractor ranking, subject to confirmation of capacity, capability and satisfactory performance. The Contracting Authority reserves the right to conduct a mini competition instead where the value, complexity or risk profile of a requirement makes this more appropriate.
