EU Supplement in Public Procurement Law 2026

EU Supplement (TED): the Supplement to the Official Journal of the EU for EU-wide procurement notices. Function, access and significance at a glance.

Definition: The EU Supplement (officially: Supplement to the Official Journal of the European Union) is the official publication organ of the EU for EU-wide procurement notices and is made accessible electronically via the TED platform (Tenders Electronic Daily).

What is the EU Supplement?

The Supplement to the Official Journal of the European Union is the central publication medium for public contracts that exceed the EU thresholds. It is the EU counterpart of national official journals and ensures that undertakings from all EU Member States, the EEA and other associated states have non-discriminatory access to information on public tenders.

The EU Supplement is published daily and is provided exclusively in electronic form via the TED platform (Tenders Electronic Daily). Publication is free of charge; access to all notices is free for tenderers.

TED – Tenders Electronic Daily

TED (ted.europa.eu) is the electronic database of the EU Supplement and the hub for EU-wide procurement information. TED is operated by the Publications Office of the European Union and includes several hundred new notices each day. In total, TED holds millions of notices from more than 35 countries.

Tenderers can use TED free of charge to:

  • search current tenders by sector, country, contracting authority and CPV code
  • view change notices and award decisions
  • set up alerts for specific search profiles

Which notices are published in the EU Supplement?

All EU notices required under procurement law are published in the EU Supplement.

These include:

  • Prior Information Notices
  • Contract Notices
  • Contract Award Notices
  • Notices of contract modifications
  • Design contest notices
  • Notices for dynamic purchasing systems
  • Voluntary ex ante transparency notices

Publication obligation and eForms

Since October 2023 EU notices must be transmitted in the new eForms format (Implementing Regulation (EU) 2019/1780). Transmission to the EU Supplement takes place electronically via the European procurement web service (ENOTICES2) or via national eProcurement platforms connected to TED. The previous standard forms have been entirely replaced by eForms.

The cost of publication in the EU Supplement is borne by the European Union; contracting authorities incur no publication fees.

National parallel publication

In addition to mandatory publication in the EU Supplement, contracting authorities may also publish their notices nationally, but may not impose any additional requirements. In Austria, national publication takes place via the publication portal of the Federal Chancellery and via procurement platforms such as Vergabe.at. In Germany, in addition to the German Procurement Portal (DTVP), there are numerous Länder and municipal platforms.

Is publication in the EU Supplement subject to a fee? No. Publication on TED and access to TED are free of charge for both contracting authorities and tenderers.

When must a notice be published in the EU Supplement? As soon as the estimated contract value exceeds the EU thresholds. The contract notice must be published before the procurement procedure is launched.

How long does it take for a notice to appear on TED? Publication is generally made within five days of the notice being received by the Publications Office.
