HOAI Services — Public Tenders
The German Fee Structure for Architects and Engineers (Honorarordnung für Architekten und Ingenieure, HOAI) structures planning services into nine service phases — from basic determination of requirements through to project supervision. Although the HOAI no longer prescribes binding minimum and maximum fees following the 2019 ruling by the European Court of Justice, it remains the central reference framework for the award of planning services by public clients.

Challenges in finding tenders
HOAI services are tendered under very different terms: specific service profiles such as "building design", "structural engineering", or "MEP planning" appear alongside general labels such as "planning services", "architectural and engineering services", or "general planning". The mapping to HOAI service phases varies considerably.
Following the ECJ ruling on the HOAI, contract awards are subject to stronger price competition, which makes bid preparation more complex. In addition, service phases are sometimes awarded separately, requiring project acquisition across multiple phases.
