SIMAP in Procurement Law
SIMAP is the EU information system for public procurement and provides the technical infrastructure for publishing tenders on TED.
Definition: SIMAP (Système d'Information pour les Marchés Publics) is the European Commission's information system for public procurement, providing the technical infrastructure for the electronic transmission and publication of procurement notices in the Supplement to the Official Journal of the EU (TED).

What is SIMAP?
SIMAP is the European Union's central IT infrastructure for processing and publishing public procurement above the EU thresholds. The name comes from the French "Système d'Information pour les Marchés Publics". SIMAP provides public contracting authorities with the technical tools to create, transmit and publish procurement notices in the Supplement to the Official Journal of the European Union – known as TED (Tenders Electronic Daily).
SIMAP comprises several components: the eNotices portal for creating and submitting notices, standard forms and (since October 2023) the new eForms, and interfaces for machine-to-machine transmission by procurement platforms.
Significance in procurement procedures
For contracting authorities that must tender EU-wide, SIMAP is the mandatory technical channel for submitting procurement notices to the EU Publications Office. Without correct use of SIMAP, a notice cannot appear on TED, which in above-threshold procedures constitutes a serious procedural defect.
With the introduction of the eForms Regulation (Implementing Regulation (EU) 2019/1780), the European Commission has fundamentally modernised the technical standards for notices. eForms replace the previous standard forms and enable more structured, machine-readable data transmission. Since 25 October 2023, eForms have been mandatory for all newly launched procedures.
For bidders, SIMAP indirectly provides access to information, as all notices published via SIMAP are accessible on TED and can be searched EU-wide.
